The band width that an LAN (Local Area Network) user having a bursty traffic profile is calculated according to the maximum traffic need the user needs. However, as the average band width the user needs within the day is lower than this limit traffic need, although the leased line is used efficiently during some hours of the day, it is not used on the other ours. Yet, businesses continue paying for this unused band width.

• Frame Relay is a communication technology developed in order to provide the high band width needed by the institutions when they are in wide areas and to carry the bursty traffic profile the best way. Turk Telekom provides the Frame Relay service in varying bandwidths starting from low speeds (33,6 kbps) up to 2 Mbps.
• Frame Relay is developed by minimizing the most auditing functions in X.25, considering the improved line capacity of today and the error check and correct mechanisms of the TCP/IP based applications in the end user devices (PC, work stations, etc.).
• Frame Relay is open to ATM technology. Frame Relay and ATM services can work together
• Connections to different places can be made on the same physical line through the usage of different DLCI numbers and PVC’s.
• Frame lengths and delay values are not constant.

There are two main traffic components of the Frame Relay service. These are:

CIR (Committed Information Rate) and EIR (Excess Information Rate)

• CIR is the information rate the network commits to carry through PVC under certain conditions.
• EIR is the excess information rate that the network can send over the CIR under suitable conditions, in case the user has a usable band width over the line.

The CIR and EIR rates are individually defined for each and every PC. The user can prefer to carry only the CIR traffic without wanting any EIR. The CIR + EIR rate should not exceed the line speed for a single DLCI. However, in case there are multiple DLCI’s (therefore, PVC) on a single line, the total CIR + EIR rate given for multiple DLCI’s defined over a single line with the idea of not all DLCI’s would be active at the same moment may exceed the line speed.
